“Beginner” can sound like a description of someone who has just left school. In Dutch driving-licence rules, it has a specific meaning. If you are learning to drive as an adult in Maastricht, do not assume that the beginner rules are only relevant to teenagers.
I’m Elvis Begic, your instructor at Rijschool in Maastricht. Here is a focused introduction to the term beginnersrijbewijs, followed by practical questions you can bring to your lessons.
Is it a different kind of driving licence?
Rijksoverheid describes the beginnersrijbewijs as an ordinary licence with an additional points system for serious traffic offences. It applies to new drivers. The separate puntenrijbewijs concerns alcohol-related offences and applies to experienced drivers as well.
Read the official comparison of the two systems. The similar names do not mean they are interchangeable.
Does being an adult mean you skip the beginner period?
No. According to Rijksoverheid, anyone obtaining a first licence is a beginner, regardless of age. If your first licence is a car licence obtained at 17 or older, the beginner period is five years. Different rules can apply when an earlier licence, such as AM, is involved.
Check the official five- and seven-year explanation against your own licence history. Do not simply start counting from the day you began car lessons.
Three questions to clarify your situation
Before assuming which period applies, write down:
- Have I held a driving licence before?
- Which category was it, and when did I obtain it?
- Which part of the official explanation matches that history?
Keep the answers factual. “I have driven for years” and “this is my first licence” are different statements. If your situation involves a foreign licence, start with our guide to foreign licence exchange in Maastricht and the official links there. Do not use this short introduction to decide an unusual case.
Use lessons to build habits, not just prepare for a date
You do not need to wait until passing to think about responsibility. During manual lessons in my Volkswagen Golf, we can discuss how you prepare, notice changing traffic and respond when a plan does not work.
For example, imagine missing a turn on a journey towards Meerssen or Bunde. This is a learning example, not a promised route. The useful lesson is to continue safely and reassess, rather than make a rushed manoeuvre to recover the original plan.
After parking, discuss what you noticed and which decision you would like to practise next. A specific question is easier to work on than the aim of “never making a mistake”.
Make a personal preparation routine
My practical suggestion is to choose a few repeatable actions: prepare the route before moving, put unnecessary distractions away and ask about an unfamiliar control while parked. These are learning suggestions, not extra legal conditions of the beginnersrijbewijs.
For one part of that routine, read phone use, navigation and distractions. For the teaching approach behind clear, manageable goals, see patient driving instruction in Maastricht.
Keep licence administration separate from lesson progress
Knowing the beginner rules does not replace arranging the licence document after passing. Our first licence application guide explains where to find the municipal instructions.
Likewise, finishing a package is not proof that every skill is ready for the test. We discuss your progress and what still needs practice without treating lesson numbers as a guarantee.
Learning in English or Dutch with Elvis
I teach personal manual driving lessons in Maastricht and nearby towns including Meerssen, Bunde and Gronsveld. We can discuss the terminology in English or Dutch and connect it to practical learning goals.
